Well that Westinghouse (?) pump could suggest a Brighton engine, but maybe Mark could clarify that. Did I miss something, didn't see mode of propulsion.

I doubt it is of British origin, I think it could be French....? possibly a de Glehn compound of some type?

It is a rather crude model of a Chemin de Fer du Nord 4-4-0 Deglehn compound. Other French railways had similar loco's, but only the Nord used bogie tenders. What intrigued me is why the builder chose that loco as his subject .
