It sounds from your description that it is the type I envisaged....which issue of GERS mag?....I will see if I can find it among the heaps of assorted railway mags stored in the loft!

Cast nickel silver might be a good material for the garden...strong and corrosion/wear resistant.

I would envisage using servo motors to operate so would need to have a suitable method of linking drive to moving parts.

Materials outdoors, fine detail, working parts.  Sounds like brass to me, etched and/or cast.
