Looking at the details of the construction, it looks as though it could be from Mike Danby ....bears a lot of similarities to other models by him.

P.S, i called at "classic" cleethorpes the other day, the no longer do models , they had an olympiade and a mike danby mogul gwr, he said they had gone to auction, so keep eyes peeled.

There were photos of the 43XX Mogul on the Classic Models website until a few months ago ... did not say it was Danby's but that was quite obvious from the appearance and methods used in construction..... his methods "set them apart" from other models.
